Best Frameworks For PWA Development

A progressive web app (PWA) is a website that works like an app. People can install it on their home screen, use it offline, and get push notifications, all without an app store download. PWAs cost less to build than separate iOS and Android apps, and one codebase serves every device.

But “which framework?” is where many projects go wrong. Some popular tools from a few years ago, like Create React App, are no longer recommended.

This guide compares the frameworks that are actually worth using, explains how each one adds PWA features, and helps you pick the right one for your team. If you are still deciding whether a PWA is right for you, start with the benefits of progressive web apps.

What Makes a Web App a PWA?

Any framework can build a PWA. What turns a normal website into a PWA are three building blocks:

Building block	What it does	Example
Web app manifest	A small JSON file with the app name, icons, colors, and start page, so the browser can install it	Lets users tap “Add to Home Screen” and launch it like an app
Service worker	A script that runs in the background, caches files, and handles offline use and push messages	Shows saved pages when the user has no signal
HTTPS	A secure connection, required for service workers to run	Every PWA must be served over HTTPS

A framework’s job is to make these easier: generate the manifest, create and update the service worker, and handle caching rules so users never get stuck on an old version of your app.

PWA Frameworks Compared at a Glance

Framework	Language	How PWA support is added	Rendering	Best for	Learning curve

Ionic + Capacitor	Angular, React, or Vue	Built in, plus native app store builds	Client	One app for web, iOS, and Android	Moderate
Workbox	JavaScript	A library you add to any framework	Not a UI framework	Fine control over caching	Moderate

The Best Frameworks for PWA Development

1. Next.js

Next.js is a React framework that can render pages on the server, at build time, or in the browser. That makes it one of the best choices when your PWA also needs to rank on Google, since search engines get fully built pages.

• PWA setup: Next.js can generate the web app manifest from your project files. For the service worker and offline caching, most teams use Serwist, the actively maintained successor to the older next-pwa package.
• Pros: Strong SEO, fast first page load, huge React ecosystem, full-stack features like API routes.
• Cons: Offline caching for server-rendered pages needs careful setup, and the framework changes quickly between major versions.
• Best for: Marketing-heavy PWAs, ecommerce storefronts, and content sites that must work offline.

Not sure whether you need Next.js or plain React? See our breakdown of React vs Next.js.

2. React with Vite

For app-like PWAs that live behind a login, such as dashboards, field tools, or internal apps, plain React with the Vite build tool is simple and fast.

• PWA setup: Add vite-plugin-pwa. It creates the manifest, generates a Workbox-powered service worker, and can prompt users when a new version is ready.
• Pros: Very fast development server, small setup, works with any React library.
• Cons: Pages render in the browser, so it is weaker for SEO than Next.js.
• Best for: Logged-in apps where search ranking does not matter.

Important: Many older guides recommend Create React App (CRA) for PWAs. The React team deprecated CRA in 2025, so do not start new projects with it. Use Vite or a framework like Next.js instead.

3. Angular

Angular is Google’s full framework for large TypeScript apps. It has the most “official” PWA support of any major framework.

• PWA setup: Run ng add @angular/pwa. It adds a manifest, icons, and Angular’s own service worker with a simple config file for caching rules.
• Pros: Official, well-documented PWA package, strong structure for big teams, built-in routing, forms, and testing tools.
• Cons: Steeper learning curve and more code than lighter frameworks, which can be too much for small apps.
• Best for: Enterprise PWAs, internal business tools, and teams that value strict structure.

4. Vue with Vite

Vue is known for being easy to learn and pleasant to work with. With Vite, it builds fast and stays lightweight.

• PWA setup: Add vite-plugin-pwa, the same plugin used with React. (The older Vue CLI PWA plugin belongs to Vue CLI, which is now in maintenance mode, so avoid it for new projects.)
• Pros: Gentle learning curve, small bundles, clear documentation.
• Cons: Smaller hiring pool than React in the US.
• Best for: Small to mid-size PWAs and teams that want to move quickly.

5. Nuxt

Nuxt is to Vue what Next.js is to React: a full framework with server rendering, static generation, and file-based routing.

• PWA setup: Use the @vite-pwa/nuxt module for the manifest and service worker.
• Pros: SEO-friendly pages, smart defaults, and a strong module ecosystem.
• Cons: More moving parts than plain Vue, and server rendering adds hosting needs.
• Best for: Vue teams building content-rich or ecommerce PWAs that must rank in search.

6. SvelteKit

SvelteKit is the app framework for Svelte, which compiles your code ahead of time instead of shipping a large framework to the browser. The result is very small, fast pages.

• PWA setup: SvelteKit supports service workers out of the box, so you can write offline caching without extra libraries, or add vite-plugin-pwa for a ready-made setup.
• Pros: Tiny bundles, excellent speed on low-end phones, simple syntax.
• Cons: Smaller ecosystem and talent pool than React or Angular.
• Best for: Performance-first PWAs, especially for users on slow networks or older phones.

7. Ionic with Capacitor

Ionic gives you mobile-style UI components that work with Angular, React, or Vue. Capacitor, from the same team, wraps your web app so you can also publish it on the App Store and Google Play.

• PWA setup: Ionic apps work as PWAs by default, and Capacitor adds access to native device features like the camera and file system.
• Pros: One codebase for the web, iOS, and Android, with app store distribution when you need it.
• Cons: Complex, animation-heavy screens can feel less smooth than fully native apps.
• Best for: Businesses that want a PWA now and app store apps later, without rebuilding.

This is a form of hybrid development. Our hybrid app development guide explains the trade-offs in more detail.

8. Workbox (Works With Any Framework)

Workbox is not a UI framework. It is Google’s library for building service workers, and many of the tools above, including vite-plugin-pwa, use it behind the scenes.

• What it handles: Pre-caching your app files, runtime caching strategies (like “network first” for live data and “cache first” for images), offline fallback pages, and background sync.
• Best for: Teams that need precise control over what works offline and for how long.

What About Magento PWA Studio, ScandiPWA, and Gatsby?

Older PWA guides often list these. Here is where they stand in 2026:

• Magento (Adobe Commerce) PWA Studio: Adobe now points new storefront projects to its Edge Delivery Services storefront, while PWA Studio mainly receives maintenance updates. Avoid it for new builds unless you have a clear reason. For Magento speed, many merchants now choose Hyvä or a headless storefront.
• ScandiPWA: A Magento-only PWA theme. Check its current release activity and Adobe Commerce version support before you commit.
• Gatsby: Still works for static sites, but new feature development has slowed a lot since Netlify acquired it in 2023. For new projects, Next.js, Nuxt, Astro, or SvelteKit are safer bets.

If you run an online store, the right storefront choice depends on your platform, catalog size, and extensions. Our ecommerce development team can help you compare options.

Which PWA Features Work on Which Devices?

PWA features depend on the browser, not the framework. This matters most in the US, where iPhones make up most mobile use.

Feature	Chrome and Edge (Android, desktop)	Safari (iPhone and iPad)
Install to home screen	Yes, with an install prompt	Yes, through Share then “Add to Home Screen”
Offline use (service worker)	Yes	Yes
Push notifications	Yes	Yes, since iOS 16.4, but only after the user adds the app to the home screen
App icon badges	Yes	Yes, for installed web apps
Background sync	Yes	No
Install prompt banner	Yes	No (users must install manually)

Because Safari does not show an install prompt, add a short “How to install” tip for iPhone users inside your app. And always test your PWA on a real iPhone, not just Chrome. Our guide to mobile and web app testing tools covers how.

How to Choose the Right PWA Framework

If your situation is…	Choose
You need strong SEO and your team knows React	Next.js
You are building a logged-in app or dashboard with React	React + Vite
You are a large company with many developers and long-term apps	Angular
You want something easy to learn and quick to ship	Vue + Vite
You use Vue and need SEO	Nuxt
Speed on low-end phones is your top priority	SvelteKit
You also want App Store and Google Play apps from the same code	Ionic + Capacitor
You already have a site and just want offline support	Add Workbox or vite-plugin-pwa to your current stack

The best framework is usually the one your team already knows. Switching frameworks just for PWA features rarely pays off, because every option above can deliver a solid PWA.

PWA Launch Checklist

• ☐ Web app manifest with name, short name, icons (192 px and 512 px), theme color, and start URL
• ☐ Service worker registered and caching the app shell
• ☐ Offline fallback page for routes that are not cached
• ☐ “New version available” prompt so users are not stuck on old code
• ☐ Served over HTTPS on every page
• ☐ Lighthouse check passed for performance and best practices
• ☐ Tested install, offline mode, and push on a real iPhone and Android phone
• ☐ Push notifications ask for permission only after a clear user action
• ☐ Analytics tracks installs and offline usage

Common PWA Mistakes to Avoid

• Caching too much. Caching live data like prices or stock levels can show users wrong information. Use “network first” for anything that changes often.
• No update strategy. Without an update prompt, users can be stuck on an old version for days.
• Asking for push permission on page load. Most users say no. Ask after they do something that makes notifications useful, like tracking an order.
• Ignoring iPhone users. Test on Safari, and explain how to install, since there is no automatic prompt.
• Using outdated tools. Create React App, the Vue CLI PWA plugin, and next-pwa are no longer the recommended starting points.

A good PWA also needs a smart plan for working without a connection. Learn more in our post on offline capability for apps.

Conclusion

Any modern framework can build a great PWA. Next.js and React with Vite suit most React teams, Angular fits large enterprise projects, Vue and Nuxt are quick and friendly, SvelteKit is the speed champion, and Ionic with Capacitor covers the web and app stores at once. Pick the one your team knows best, add Workbox-based caching, and test on real iPhones and Android phones before launch.

Frequently Asked Questions

What is the best framework for PWA development?

There is no single best framework. Next.js is the top choice for SEO-focused React PWAs, Angular for large enterprise apps, Vue or Nuxt for fast and simple builds, SvelteKit for the best performance, and Ionic with Capacitor when you also need app store apps.

Is React good for PWAs?

Yes. React works well for PWAs when paired with Vite and vite-plugin-pwa for app-style projects, or with Next.js and Serwist when you also need SEO. Avoid Create React App, which the React team deprecated in 2025.

Does Angular support PWAs?

Yes. Angular has official PWA support. Running ng add @angular/pwa adds a manifest, icons, and a service worker to your project in one step.

Do PWAs work on iPhone?

Yes. PWAs can be installed on iPhone and iPad, work offline, and, since iOS 16.4, send push notifications once the user adds the app to the home screen. Safari does not show an automatic install prompt, and some features like background sync are not supported.

Can a PWA be published on the App Store or Google Play?

Yes, with extra steps. Tools like Capacitor or Microsoft’s PWABuilder package your PWA for the app stores. Google Play accepts PWAs more easily, while Apple usually requires the app to offer real app-like value beyond a website.

Is a PWA cheaper than a native app?

Usually, yes. One PWA codebase serves all devices, and there are no app store fees or review delays for updates. Native apps still win for heavy graphics, advanced device features, and some app store discovery.

What is the difference between a PWA framework and Workbox?

A PWA framework, like Angular or Next.js, builds your whole app. Workbox is a library that only handles the service worker and caching. Most modern PWA setups use a framework for the app and Workbox, directly or through a plugin, for offline support.
